Understanding the national debt

What the national debt actually is
The national debt is the accumulated total of every dollar the federal government has borrowed and not yet paid back. It is not an annual figure, and it is not money owed to any single lender.
Debt vs deficit: the difference that gets exploited
The deficit is how much the government overspends in a single year; the debt is every past deficit added up. Cutting the deficit still increases the debt; it just slows the increase.
Who actually owns the US national debt
Americans own most of it. Foreign governments hold under a quarter, and China holds only a few percent, far less than US domestic investors, retirement funds and the federal government itself.

The ceiling, the default question, and whether the debt can ever be repaid.
What the debt ceiling actually does
The debt ceiling caps how much the Treasury may borrow, but it does not limit spending. It limits paying for spending Congress has already voted for, which is why hitting it creates a crisis rather than a saving.
Can the United States actually default?
Not involuntarily: it borrows in a currency it issues. It can default by political choice, through a debt-ceiling standoff, and that is the only realistic path to one.
Will the national debt ever be paid off?
Almost certainly not, and that is not the failure it sounds like. The US has been debt-free once in its history, in 1835. The realistic goal is not repayment but stabilising the debt relative to the size of the economy.

How debt clocks work, and where they cheat
Every live debt clock extrapolates. The Treasury publishes two to four business days behind, so the ticking number is the last official figure plus an assumed growth rate, and clocks differ mainly in that assumption.
How much US debt does China actually own?
China holds somewhere around two to three percent of the total US national debt, and has been reducing that holding for more than a decade. The largest single holder of US debt is the US government itself.
